Reformasi Kelembagaan dan Penerapan Governance Menuju BUMN Berdaya Saing Global

Especially in emerging countries, State Owned Enterprises (SOEs) are commonly perceived
as uncompetitive actors. Their operations are inefficient due to the interferences of
bureaucracies as well as political parties. However, the experiences of Malaysian SOEs,
represented by a huge holding company named Khazanah National Berhad or Singaporean
SOEs under Temasek Holdings, showed a different pace. They are really very competitive
players, even in the world. It seems that the really problem is not relied on the ownership
itself, but in the way by which the corporation is managed. This paper is concerned with the
restructuring of SOEs in Indonesia by arguing that rather than ownership, the governance
system of SOEs might be more important. Therefore, the restructuring efforts should be
oriented to change systematically not only the governance system within enterprises, but also
in the Ministry of SOEs. Good public governance and good corporate governance should be
implemented comprehensively in this effort to enhance the competitiveness of SOEs in
Indonesia.

Indonesia adalah salah satu negara dimana peran negara dalam perekonomian relatif kuat. Hal
tersebut, salah satunya, ditunjukkan dengan banyaknya jumlah BUMN2. Meski begitu, seiring
dengan berjalannya waktu, peran negara semakin hari semakin mengecil. Peran negara yang
berlebihan dalam sistem ekonomi sering dianggap akan memunculkan berbagai macam
distorsi yang berujung pada inefisiensi. Maka dari itu, ada semacam keyakinan pula bahwa
salah satu langkah penting guna meningkatkan daya saing adalah mengurangi intervensi
negara dalam ekonomi, yang dalam konteks kepemilikan terhadap BUMN ditunjukkan
dengan kebijakan privatisasi.
